I'm pretty sure they are also Banpresto characters with close relations to the girls. For example I do recall the bald guy with the monocle (far right) to be Dr. Kenzo Kobayashi, the one next to him might be Shine's butler, and one of the other guys might be Master Rishi. I forget the other one...
I know they're servants in the background but I just realized there is another interpretation.

Geez calm down dude, they're just some supporters to the heroes :v from left to right would be -Kisaburou Azuma (grandfather of Kouta Azuma and Shouko Azuma, also the one who repaired Compatible Kaiser when it came to the OG world) -Rishuu Tougou (master to Sanger Sombold and Brooklyn Luckfield, and the current de facto pilot of the Grungust Reishiki) -Joyce Rudahl (the personal butler for princess Shine Hausen) -Kenzou Kobayashi (the professor who developed the T-Link System, and also the adoptive father to Aya Kobayashi and Mai Kobayashi)
