I'll grant bad anatomy, since Youmu's giant right hand is a bigger(lol) anatomical impossibility than your standard Araki design.
Ugly, however, is utterly wrong. The lines are objectively crisp and well-defined, anything beyond that is subjective, and this is legit Araki Style. Although it's obviously the wrong era, since this looks like Vento Aureo-era art at the earliest.
