Because of the attire it seems. Kiso's attire was said to be based on her camoflage when she was still in the Aleutians.

Except for the camouflage and the fact that her bottom piece is a skirt instead of shorts, Kiso's uniform is almost identical to Kuma and Tama.
I'm calling the cape and eyepatch to be part of her camo. (also, error tag because her cape should be over her right shoulder)
