It's subjective. There isn't a hard line saying no upscales are allowed since they're similar to cleaned versions or edited versions, but the problem is the quality ranges. The originals for all these Takeuchi pictures are bad quality to begin with like what you linked earlier, so no one's edited versions are going to be much better. Anyways: if upscaled via waifu2x, add waifu2x tag. I'm guessing by the shape of the upscale artifacts in these pictures it probably is so I'll change that. Because the images are upscales, parent the original post, if it's not on danbooru then source it. Some upscales will look so bad like the one that's already flagged. I'm not sure how best to moderate for it, because I don't think we should completely say yes or no, but still judge on a case-by-case basis.

I think it is a good example of when the parent is low quality, but high enough that the waifu2x cleaned looks good.

I think you don't need that, if you're uploading directly from your harddisk.

The image has been replaced and is no longer upscaled.
