It looks like someone made-up that 'translation' completely from scratch, thinking it refers to her hair just because the arrow is pointing there.
Which is odd, considering that the same translator got the other notes right (if in somewhat non-natural English, some of the words sound like they're pulled directly from dictionary definitions). Possibly he misread 喋 as 髪 or 長, but that's kinda a stretch unless he has very poor grasp of Japanese grammar (in particular the conjugations) and the specific nuance (of lacking something, or being not quite there, i.e. "not really" or "not much") behind あまり.
My guess is that he's a Chinese native speaker with a Japanese dictionary.
