I feel like the creator of undertale just cobbled together a bunch of concepts from anime and manga's and put it in the game... has that feeling at least.

I wouldn't say he just cobbled them together. Sure, there's a lot of elements and inspiration from anime that he used (ie Tsunderplane), but there's also lots of original ideas and stuff too.
