    They're not necessarily counting up. It could just be encoded information, like operating base or something. But, I don't really know.

    From memory, each nation is assigned 'hull numbers' to use for certain vessel types. Like the Royal Australian Navy's ANZAC class Frigates are numbered FFH-150 through 157, despite the RANs combat fleet as a whole is less than 60 ships.

    I would suppose Japan has a slot of numbers for 'other' vessels that just happen to be four digit. You are right, though, a hih hull number doesn't mean that the JMSDF has that many vessels in commission.
