Nah, it is no doubt a hormone depressant that the USSR was infamous for using for a while. Supposedly seriously fucks up with the person's biological body later on in life and shortens the life of those it was used on (regularly) by decades.
What Nonna has done is nothing short of horribly cruel, whether she realizes how horrible the after effect of such drugs are or not, she has seriously doomed her leader to suffer various diseases, heart problems, shortened lifespan and just overall quality of life for the rest of her (now) short life.
The only thing I feel when I see Nonna is anger. Even if I think a person is cute when they are young I am not going to bloody drug them for my own selfish desires. I haven't seen much of this story, but if the part with the drugs is actually true (which it seems to be according to various sources). Then I would have more than a word or two for that monster.
But first, I would let Katyusha know that her friend is in fact a monster that has been drugging her without her knowledge, dooming her to stay in a body that was never supposed to be like that and that it has doomed her to a rather short life.
Sure people may be playing with this around lightheartedly in the story, but there are only handful of drugs that can do this. And all of them are extremely, extremely bad for your health. She truly does only cares for her own selfish desires and one's else.
Was kinda remaking a comment from some reddit threat, so mainly a joke. Though the chances of something like this actually being the case are fairly likely, considering where they come from.
