I think this is actually adult Neptune. Here she doesn't have any of Purple Heart traits, like the power symbol eyes.
The Powersymbols in the CPU's eyes only appear while they are in HDD and HDD NEXT. So this could just be a normaly swimsuit ... normal for how technologicaly advanced Planetptune is so ist proberbly some smart nanowear modeled after Neptunes CPU Form's Attire.
