It's not bullying, she just doesn't have the capacity to help.

Last time, she didn't know how to run a desk, so she asked for help without knowing that it was supposed to be kept a secret, which for someone clueless about the customs of the sub-culture would be fairly reasonable.

It's just the law of dramatic misunderstandings/Faulty Towers Plot that keeps getting Akigumo.
