Judging by the horn, it's probably Knifehead.

Based on his relative positioning and the version of Optimus Prime pictured, it's probably a Decepticon from one of the terrible live-action Transformers movies, but I couldn't tell you which one, or indeed which film. They all blur together after a while (the character designs and the movies themselves).

That's a Giant God Warrior from Nausicaa Valley of the Wind.
Or "Kyoshinhei" as the tag goes.
