It was already confirmed that Kawakaze was getting the K2.
Kawakaze and Ooshio got confirmed to get Kai Ni in the Kanmatsuri (KanColle Spring Festival) in a public announcement.

Kagerous have more chance to get a kai ni IF 1. The candidate have a good battle record or was present at a notable mission like Operation Ten-Go. 2. She was drawn by Konishi or Parseri.

All of the Kagerou class were drawn by artists who are still relatively active. Shizuma Yoshinori (artist for Yuki, Amatsu and Tokitsukaze) also drew Hatsuzuki and Iowa, and Fujikawa (artist for Akigumo) also drew Okinami - and the recent Kiyoshimo/Hayashimo seasonals.
Anyway, my money for first Kagerou-class Kai-2 is on Shiranui. I'd expect Yukikaze to be kept for later, Kagerou and Kuroshio don't have much by way of battle records, and I don't think they would start with a rare one. Hamakaze is just about possible, I suppose. Akigumo is also possible but would be an odd choice.
