Gastrodon I've found while searching throughout abandoned old 4chan/jp/’s Ohayou's Archive prepared by someone called “asciibearSnork” probably first instance of Pokémon exploitable of this whatsoever, as it came directly from Japanese 2chan’s /40/ board.
