I don't think that's the case. Sazanami had her down when asleep, and even when she fixed it up into her usual twin-tails, it still look messy.
If Bono did sleep with the decor on, then I presume even the ornaments would be perceived as "messy" too.
That may be true. Since it looks like Sazanami styled her hair after arriving in the bathroom I thought Akebono would also do that, but then it looked like she arrived after them, that's why I wondered if she slept with it.

I just like how at the end, we get to see the extreme puffy-looking Sazanami-rabbit XD And the crab... is also subject to the "messiness"? Or am I looking too much into the illustrations?
I think this more about girls having bad hair days on days with alot of heavy rain. Something I think I remember seeing now and then in some past anime.
