Actually, I think it'll fail if she does try to do so consciously - she'll be too embarrassed to be seductive. It's best when she's innocently teasing - when she's not embarrassed, he's even more uncomfortable and distracted. You need to be wearing a skirt thats like short and tight that stretches barely to go cover your butt completely. And even thats not expose panties like THIS magnitude.
Maybe she has her skirt pulled up intentionally or by mistake...

You can see in the second panel that she's crouched down checking the bottom shelves, so she stood from crouching to get into that position in the third panel. Her skirt just didn't fall into place properly.

Their progress does rely on him eventually cracking, though. And that's not likely to happen.
