So what if it is Admibro that is filling in while Fubooty's Commander is away? That would explain Murakumo being present before with Yukikaze, Tenryuu, and others that are normally part of Admibro's fleet.

If this sends Fubuki into deep despair, then the only thing I could see LesAdmiral doing to make up for it is to assign Suzuya and a few others to the same base, so Fubuki isn't forever alone.
