Reisen has complete control over wavelengths, so she can block the light from Clownpiece's torch out completely, or even just make the madness-inducing part of it not madness-inducing anymore.

Unfortunately, Clownpiece is already crazy, so Reisen's power to induce madness is likewise useless against her.
