I figured they were fighting over who gets the best spot on the beach.

For those who's confused about the strip :

I believe this is related to current 2016 summer event where you can do some debuff in e-3 and e-4 map. When you have done the process for debuffing correctly and is in effect, there'll be a certain sound played upon returning to base (only played once) - which is the topic for this strip.

I'm not sure if the sound played for me after completing the objectives so I shrugged and went onwards anyway.

Being right in the sea, the Abyssals got the best spots by default. It is the duty of the Admiral to evict them of these spots for his shipgirls to frolic in.
