True, but I personally have red hair and green eyes, so I'm partial to the look. Not to say Iowa isn't great, herself, but she is a stereotype. It's a good stereotype.
I recall the reason Iowa looks the way she does is because one of the devs said that they wanted anyone who looked at her to think "Ah, she's American" at a glance.
"Anyone" being the Japanese playerbase.
Now to actual Americans Iowa seems like a massive case of stereotyping... because she is, for the benefit of the Japanese playerbase who actually don't know much about America as you'd think they do. It's not like the devs were trying to be offensive to Americans, it's just how that "idea" turned out.
Yeah, most actual American women aren't tall, blonde blue eyed busty ladies, but to in order to say "I'm American!" to the Japanese those are the characteristics they put on Iowa since that's how media tends to portray Americans. It's really no different than in Western media where the token Japanese teammate is some sort of samurai/ninja (look at Overwatch, for an example).
Speaking of Overwatch, they do avoid a stereotype with their Chinese character Mei, who doesn't look anything like a stereotypical Chinese person and the only reason you'd know she's Chinese is if you read her profile or hear her ult message in Chinese. It's the same idea with Iowa: If they made her look like a brown haired, demure character, most Japanese wouldn't even know she was American and think she was European or something.
Kimono and Yukata are made so that they hide the chest. Don't take it too seriously.
It's this characteristic that makes some characters like Houshou not have concrete breast sizes, along with having inadequate damaged art. Half the time, Houshou has small breasts or even a flat chest and the other half, she's a titty monster.
