the point of view isn't from directly above her but a bit away below her. and the breasts are not misplaced but perking up(or being lifted up by the belt) and it looks big enough to cover up her shoulder from this pov. plus the collar and chain also helps covering her left shoulder. therefore it is logical that the shoulders and armpits aren't visible.

If she would lower her left arm, the arm would bury the breast under it. And this impressions comes not from a view from below, but because the breasts are too high placed. The artist has missed out the complete neck section (there where the collarbone should be is a small line indicating the breasts and not the collarbone. Follow it. And yeah, the chain is there, but it doesn't cover anything really. The links have holes where you should see the shoulder...but what you see is the arm and the breasts.

actually the position of the shoulder is more higher than you thought. if you look closely to the left arm, you can actually see abit of bulge. that's her deltoid muscle. and judging by that, there's still some room for her clavicle on that space. that's why i thought the breasts, collar, and chain completely cover the shoulder.

I zoomed in before the flag. There is no bulge and the collar (neck) is right next to her arm. There is simply no space. And even the collarbone is missing on the left side. The pushing up is also not a good explanation because of their small size. Now we assume she has a shoulder in that area, then the breast would be lifted as a whole to her armpit. And there you are on very thin ice with me^^.

no, there is bulge. it's just so subtle people can easily missed it. and i don't know if it's a point you're trying to make, but if you position your arms up like that, the flat area for shoulder should be shrinking. that's why the arms looks so close to the neck

to be honest, i don't really understand the point on this one. are you implying that starting point of the breasts(not the fatty part which form the cleavage...i don't know the term for it) is on her armpits? i don't know, i did the retrace, and it doesn't seems to be like that. but then again, i don't really understand the point of this one. and while it's not big i wouldn't call that breasts small.

There can't be enough space for everything. The collar is only overing her neck and right next to the collar is her arm and right under that arm is the breast because if you claim it to be this way, there has to be sign of an armpit. But that is simply not the case. There are no indicators for it being here.
