the arm is neither too short nor non-existent. you can see that the wrist is actually angled abit down. by that you can judge the location of her elbow which if you see it from this angle, it presumably on the right of her abdomen. and then by pulling the imaginary line from her shoulder and her wrist, you can judge the length of her arm which is not short at all.
