    I always thought of Pharah as the kind of person whose world would fall apart if her concept of "Justice" was ever questioned too hard.

    This is especially true from a guy who she thought embodied the concept of justice before his fall.

    I can't see her pulling the trigger because deep down she can't see him as completely "evil".
