Holy crap, you're right! They do look like Touhous! I saw a random clip of that fight and that girl even acts like Lady Yuyuko! Now we know what Yuyu does with that epic bust of hers... Also her invoke death ability is so OP.

I can't help but think the black-haired girl looks like Namazuo from Touken Ranbu!
