Sure she can, and exactly for that reason. They'll go "... No way it's her. She'd be crazy to think it will work. Must be a cosplayer."

They didn't all necessarily meet with Yukari, unless there are more scenes not shown in the show where the rival schools hang out together. She IS technically just the loader of one of the tank groups, and the group that did most of the meet-and-greeting was the Student Council team plus sometimes Miho. A lot of the time they would spend in contact, Yukari was inside a tank. Even if they met outside the tank for some formal "bow to your opponents" dealie, she'd be one of dozens of girls meeting for just a few minutes. There isn't any real indication I recall from the anime of that happening, and we as an audience may have seen more of the mob charas of other schools than any of the Oorai girls besides maybe the Student Council.

Even if she is known to team captains like Darjeeling and Pekoe, Yukari could still have at least some hope of being able to avoid meeting with those people, and only meeting regular St. Gloriana students, who may not even be that in to tankery, depending on where she goes. Yukari could basically blend in with the Saunders crowd for as long as she did because she didn't run into Kay.

I think that Orange Pekoe is as much a Oarai fangirl as Yukari is a Nishizumi fangirl... and responds in much the same way (which could be seen as yuri).
