Trusting the author's word is one thing, however, it resembles nothing of Cirno for my eyes. Perhaps due to the heavy western style?
This reminds me of another argument for another image involving Sanae in contemporary clothes. Author said it was Sanae but a big fight in the comments section grew cause "It doesn't look like Sanae, Artist doesn't know how to draw". And this was one drawn normal Anime style to boot so no western influences like this one.

Oh I am not even bothering in going down that road. My concern is the actual depicted girl. I read this in the the following wiki about iichan-ru tag:
Russian-language imageboard, specialized on anime culture. Populated by animufags, "Cirnos" (Anonymous name in /b/), hikki's and anonymous artists.
Unyl-chan had no wiki entry, so had to use some google. I found out that unyl-chan (Уныл-тян) is the mascot and is clearly identifiable as the character on the right. Regarding the left character: The wiki and other google-fu sources report that 'animufags' carry the name as "Cirno" on the image board.
I can only conclude that the left girl is depicted as an 'anonymous' person and not actually truly Cirno from the Touhou Project series.
Which boggles my mind about whether the Cirno and Touhou tag is justified. We can't even revert to 'tag-what-you-see'
TL DR: The character on the left isn't Cirno from Touhou Project series. See the wiki about 'animufags' on iichan-ru. Cirno and Touhou tag are extremely questionable.
Edit: Then again, if we accept the fact that Cirno is an anon and go by the explanation of the image board, then the tags make sense.
