    It seems this doesn't happen for the Lower Shrines, since who's in charge of towing for them changes from place to place.

    I don't understand enough about the ritual I guess. Why is towing the longer pillars a good thing? Wouldn't it be heavier, or is there some practical reason I don't know about the area? Is it some kind of passive religious symbolism?

    It's not the size of the pillar that matters, it's how well you use it.
