The existence of that brushstroke-like (can't say whether this is hand-painted, or just colored to look like it) style isn't in and of itself bad quality. This also has an unusually large amount of detail work put into that kimono.

The artist attempted to replicate Bob's artstyle, but the faces are a large offset.

I don't think it's a good imitation of that style. It looks bad in fact, particularity the faces but whatever.
