Yes it is; a Type A Kou-hyouteki, to be precise. I tagged it, but I notice that tag is evidently for a character, which is probably not right in this case. (Also we seem to have a tag for "submarine" but not "midget submarine".)

She likes Kou-hyoutekis, though. Kou-Hyoutekis are what give her preemptive attacks. It's Kaiten she hates.
