That specific murloc is named Murky, and he's from Heroes of the Storm, not World of Warcraft.

Murky can be found as npc in Ironforge

Considering the two Blizzard characters present, I think HotS is the most likely source.

Murky started out as a blizzcon pet, now he also exists in warcraft as a quest giver (who you play as) in the broken isles.
