Going by the artists short argument with a commenter on pixiv, this is exactly the case.

I would laugh if they have the voice actress take english lessons... but she gets instruction from a UK instructor and ends up with a heavy european accent.

by WW2 they should speak with a transatlantic accent that sort of resemble to British accent.
