This is the third case in a month already.Every time they're seen, they just run away. I guess there's not much legal recourse we can pursue either, and just scolding them won't work.Animals can't cry out for help, and they're not able to defend themselves like humans can. So many of them just get hurt by them like this.These scumbags...... should all die.
