Looks like a Type 90 Kyu-Maru of the JGSDF. Not 100% sure, though, since it's a very sketchy drawing.
Edit: The artist commentary references Gotemba, which is at the foot of Mount Fuji and well-known as part of the East Fuji Maneuver Area, overseen by JGSDF Camp Takigahara.
