In the aftermath of WW2, the Royal Navy was no longer allowed to use borrowed money to pay for new construction and realized they couldn't actually afford to build the planned Minotaur class. But they'd already built 6 of the turrets and had 3 smaller partially-constructed hulls (ironically from the previous Minotaur class of 1943), so they put 2 turrets on each of those to create the Tiger class.
