Because hands are somewhat harder to misplace and you know the messenger will take special care to not get them wet if you say the ink is not permanent.

I hereby concede the point.

... BTW, I think this belongs in at least "Unhappy Adorable" on account of the third panel, where she's more or less about to bawl from realizing she may very likely bungle her beloved Admiral's request.

I half expected the Admiral to follow his daughter ship on her first errand.
