What would you like to explain it's just a parody of comic show, Rowan Atkinson is great actor and he makes people laugh a lot and everyone likes him at least I think so. A quite while ago he has his own show in tv and it was great and funny not sure if there is anything to explain here.

Found it on the comment section of Warspite & the jancolle wiki unfortunately the guy did not provide an artist or source so i wasnt sure how to source it. Was hoping someone would come forward and tell who the artist is
