It's probably something in lines of "It was wonderful to meet you here, let's think about those happy moments till the end!". And hiding panic and fear behind happy emotions and smile.

The optimist in me says that the water is actually receding after a heroic feat by whomever she is smiling at.

Looks an awful lot like Metal Gear 2, where you swim through the flooded sections of the rig.

There also appears to be tears running down her face so that might be what's happening.

There's water all over, lots of it in her hair and face. Not necessarily tears.
