These sorts of lotteries are usually done collectively by shopping centers where the prizes (except maybe the grand prizes) are typically just some sort of overstock items they can shove off, but they should also be "practical" things so that anyone can find a use for them. Mid-grade prizes on things like this are often big bags of rice. The consolation prize is so often some tissues (with the name of one store or another, as a form of advertisement) that it's sort of a joke in and of itself. A brush as a low-tier prize makes sense as it's a combination of practical and cheap.
