She should be punished by being disallowed from ever being secretary ship again (and hence getting a chance to be "the one who steals Admiral's heart") and letting Yamashiro have some time as secretary ship while the DDs run resources. Also, train up Haruna and Hiei to be the fast BBs.

They do cost a lot for sortie. As far as sending Kongou to Orel for resources as punishment, it's a loss no matter what. Hence why subs are the go-to for Orel cruise. And why they frequently try to find excuses to not go.
