I think she just touched the tail. CA Hime is kind of known to scream really loudly when hit. So probably Lebe touched the tail, CA Hime got surprised and screamed loud enough to stun everybody around. Well aside from Lebe apparently.

It's been shown that in this universe, touching CA Hime's tail will result in her loudest screams; the ear-shattering wails of her damaged form.

And Leebe-chan is apparently invulnerable.

Leebe-chan might also be deaf.

That isn't a tail. Those are her guts.
