Now you mention it, I'm not sure myself. At thought at first when translating it, it was the latter. Then I translated the other pic of Gangut which the Admiral gave her a ring, and now I think the first does make sense.

EDIT: Well, with this new pic with Hibiki, I guess it's the first choice.
