No. Tags are for searching for things people actually want to see in the picture, which is why "tag what you see, not what you know" is a general guideline. I.E. People search "black_hair twintails" trying to see girls with black hair and twintails as a major focus of the picture, so it's probably not worth tagging it if you can only see one tail going out of frame to the side in a page of a comic.
