It's probably due to a recent chapter of the manga "Elf-san wa yaserarenai". Gist of it is that the elf eats too much (french fries), a cone was put so that she stops eating, she looked super dejected, that turned into a Japanese meme.

Never heard of the 'shame' attached. Mostly associated to stop dogs/cats scratching after an ailment.

Unlike dogs, cats cannot feel shame.

There's also pixiv #65763067, which is tagged Elf-san wa Yaserarenai. So yeah it's probably that.
