Since the "daijoubu da, mondai nai" is also only in the reader-added Pixiv tags, I'd say it should also be removed here.

If the dialogue literally says "Kaban", I'd say that's a clear indication that the stylized eyes in panel 3 are supposed to be Lucky Beast "cosplay" and should be tagged as such.

It's not visibly recognizable as a Lucky Beast outside the eyes, though. And it's not drawn enough like the Mine Yoshizaki styles to be a style parody.

I know the rule is "tag what you see", but if we had a picture of a boy and a girl and we saw a dialog balloon where the girl was saying "I love you so much, my brother!" would we hesitate to tag the picture "siblings"?

If the dialogue is translated accurately, then Kogasa is addressing a huge Kemono Friends fan by the name of a KF character, in a robotic style that's characteristic of just one KF character. It doesn't even need the small hint of the eyes to be very clear what character he's trying to evoke -- if a character held a plunger out from their body and shrieked "Exterminate! Exterminate!" we'd recognize the act as "Dalek" even if they did not look anything like a Dalek!

There's no question in my mind, it should be tagged, for the same reasons we tag anything. Should it be tagged as "lucky beast (impression)" rather than "lucky beast (cosplay)" because there's not enough visual component to make it a very good cosplay? I can definitely understand that argument, but I think it makes more sense to use the existing "cosplay" tags because 1) they're the established ones and 2) so far, our population of "it's an impression but it doesn't qualify as cosplay" images may be as small as one.
