Is that a twintail? The position looks wrong and there's no second tail. It looks like just a ponytail.
No, her head just warps/splits so that it's in profile for the back, but facing the viewer in the front. That's supposed to be (her) left-side sidelocks. It probably also deserves a bad anatomy tag, as well, because that's just freaky looking....
