"Imperial Shit-shoveller" is a self-mocking nickname used by cat-owning Chinese netizens. Due to the nature of cats, many cat owners found themselves serving their cat like an imperial servant serving their emperor, and half-jokingly started to refer to their cat as "Master" or "Emperor".
A servant needs an honorific title that not only fits his job, but also appropriate to his master's title; and since the cat is Emperor, the best fitting title for his servant is Imperial Shit-shoveller, which is what he does most often anyway, cleaning up cat litters.
