The one next to it has a PostIt note on it signed Marisa which makes me think that it could be Patchouli's locker and Marisa left a note that she helped herself to some of her school books and will return them once she has graduated. Crossed out 2 with a 1 replacing it is maybe Reimu's for her wobbling 1st place on the popularity pool? Bottom locker between Tojiko and Futo says "Reisen" with a bunny eared Lenny Face, making me think it either belongs to Reisen or Tewi who drew that on her own locker, because Reisen's shoes are seen on top of the opposite row of lockers, suggesting her locker would be there. I can't tell who the ai ai gasa is for.
There seems to be a lot of "notice meee miko senpaaii!" going on in this school. It's hard work being the "crown prince" in an all-girls high school.
Which would make for a fantastic doujin plot, IMO, especially if it could be combined with artwork of this quality. A bit of like a cross between Touhou and Ano Musume ni Kiss to Shirayuri o.

That is exactly the impression I got too. I guess the only clue we could get is to see which characters Shan already ship, but that can only be speculation. There is some Hijiri x Miko going on too but given the scene in this picture I doubt it.
