i think this looks very much like Jill Valentine from Resident Evil except for the hair is a bit off but for all we know she might have a spotlight right on her which makes her hair appear like light brown, the outfit looks exactly like Jill's so i am tagging this as Jill.
I'm not gonna change the tags because I don't know much about resident evil or the games' characters, but I also think it's jill. I mean, you can see a blue top and those suspenders or whatever on her shoulders...
