You're assuming that there's enough space in that direction for that. Japanese traditional tables like the sort that's often used on such after-work drinking parties can be rather... ultra-economical when it comes to unused space.

It's how you drink cold sake: they first place the wooden rectangular cup (masu), then the small shot glass.
