I did my best to track down the artist and original source for this image, but was ultimately unsuccessful.
The most original thing I can find so far that has this artwork is a bunch of playing cards that came with the Japanese limited edition Blu-Ray discs (in sets of 9 cards). It seems like the Darjeeling one came with the 3rd volume.
Some sources indicate that the cards are illustrated by Sugimoto_Isao.
I'm guessing this specific image is a retracing of the card at a much higher resolution by a third party, unless they released the original illustration in some form.
