Looks almost like yuzuhara konomi from to heart 2 (reference post 69696) , but I think the ahoge is going the wrong direction >_>

Looking at all the pictures, Konomi's ahoge goes either way and in some cases, there is no ahoge. Maybe it is just a matter of personal preference with the artist.

It's the wind blowing it the other way.
